Trying to create a new access level "breaker". 🔼

Following https://www.mantisbt.org/docs/master/en-US/Admin_Guide/html/admin.customize.enums.html but it's not working so well.

The config/customconstantsinc.php bit causes crashies.  The rest cause unsightly crap flashing up briefly on page loads.

2021-06-15 12:23:31 onefang: Putting anything in config/customconstantsinc.php, even if it's just a comment, causes crashies with a useless error about bad whitespace.
